Firearms Law in Malaysia

Malaysia is one of the countries that has the strictest firearms laws. In Malaysia, there is no inherent right to own a gun meaning that the government limits gun ownership. However, one can legally own a gun in Malaysia after obtaining a valid firearms licence issued by the Royal Malaysia Police (RMP). The Official Portal of the Royal Malaysia Police facilitates public access to Borang POL 128, the requisite form for the acquisition, transfer, import, export, or authorised usage of arms and ammunition. Alternatively, individuals may solicit guidance from their nearest District Police Headquarters (IPD). Completed applications, accompanied by the necessary corroborative documents, must be submitted to the respective IPD. The compulsory requirements to apply for firearms and ammunition licence are as follow:

  1. Malaysian citizen aged 18 and above
  2. Mentally and physically healthy
  3. Not physically handicapped that affects the ability to control and use the firearm
  4. Without any criminal record

All applications submitted are subject to a meticulous review process by the Contingent Police Headquarters (IPK). Candidates who meet the preliminary criteria will have their applications escalated to The Royal Malaysia Police Headquarters (IPP) at Bukit Aman, where final approval decisions are rendered.

According to the Arms Act 1960 and Firearms Act (Increased Penalty) 1971, no person is allowed to have in their possession, custody, or control any arms or ammunition unless they are the holder of an arms licence.
